Question by T Rex: What is the legal authority for the President to spend U.S. money to aid a foreign country?
Is there any legal or constitutional basis to send military or to spend money for aid for a disaster that is not in the U.S.?

    We have made so much money off our big business interests in other countries, it is only reasonable that we give some of it back. Unfortunately, the businesses that made it won’t give it back, and the government has to step in.

    The president of the United States does not have the authority to spend or give money to anyone. He can make all the stupid promises he wishes, but can only request the funds be allotted by congress.
    He cannot even spend our money by executive order.
    Again, his authority is limited even to the question regarding troops, and unless he declares martial law, congress has the final say.
