If they had to pay drivers for all the waiting time it would be different. As a driver has to wait 10 hours or more for a load lacking pay he has to drive to make a living. Many times the waiting time is his break so he’s driving including no surplus or sleep. If a driver drove legally he would be fired or starve to fatality.
