I believe thats the plan, to create jobs for those laid off or in a hard place.
The big question is, why not force these banks to refinance these mortgages to allow the people to stay in them?

because they’re not union members.
the “stimulus” bill includes the usual “prevailing wage” clause which, in essence, means union members only need apply. and most of the people “needing” foreclosure “help” aren’t members of the building trades unions.
in fact, most of the building trades union members aren’t in over their financial heads — bloated wages on government road building jobs have seen to that.
the people who’ve lost their construction jobs were mostly non-union people building houses. There’s a lot of question as to whether they even have transferable skills to “infrastructure” jobs — putting together wooden structures and block walls is a lot different work from hanging iron and pouring concrete.
