Yes, it can.

Usually to get a security clearance you have to be bondable.

If you are bankrupt, you cannot be bonded-at least for a few years.

If you are already bonded, you may be ok.

    Yes. People who have money problems are at greater risk of being compromised. So, bankruptcy, excessive debt, habitual gambling, will all play a factor in high-level security clearances.
